Chairman

LIU Mingkang


Mr. LIU Mingkang took office as Chairman of the China Banking Regulatory Commission (CBRC) in March 2003. He currently also serves as Chairman of the International Advisory Council of the CBRC, a member of the Monetary Policy Committee of the People¡¯s Bank of China, and a member of the 17th Central Committee of the Communist Party of China.

Before heading the CBRC, Mr. LIU held various positions in both banking institutions and government agencies, including, among others, Chairman and President of Bank of China (BOC) (February 2000 - March 2003), Chairman of China Everbright Group (July 1999 - June 2000), Deputy Governor of the People¡¯s Bank of China (March 1998 - July 1999), Deputy Governor of China Development Bank (January 1994 - March 1998), Deputy Governor of Fujian province and Secretary-in-general of Fujian provincial government (January 1993 - January 1994).

Apart from official positions, Mr. LIU also acts as a guest professor at quite a few reputable universities, and sits at the International Advisory Boards of both Peking University and Tsinghua University.

Besides being passionate in academic fields, Mr. LIU also serves as a senior fellow of Hong Kong Institute of Bankers, a member of Financial Stability Board (FSB), vice chairman of the Standing Committee on Supervisory and Regulatory Cooperation under the FSB, a member of the Governance Body of the Basel Committee on Banking Supervision (BCBS), and a director of the Board of International Center for Leadership in Finance (ICLIF), Bank Negara Malaysia.

Mr. LIU received the MBA degree and the honorary doctorate both from the City University of London.
