All CBRC provincial-level offices, policy banks, state owned commercial banks, joint-stock commercial banks, and postal savings bank:
The China Banking Regulatory Commission (CBRC), in order to comprehensively and accurately reflect the results of implementing green credit guidelines by banking financial institutions, and in accordance with national macro-control policies, such as Comprehensive Scheme for Energy Saving and Emission Reduction of the 12th Five-Year Plan, Energy Saving and Emission Reduction Planning of the 12th Five-Year Plan, and Environmental Protection Planning of the 12th Five-Year Plan, as well as in reference to the opinions of the relevant ministries and commissions, international organizations and experts, formulated Green Credit Statistics Form. The detail requirements are as follows:
1 Institutions required to fill in the form and its content
All policy banks, state owned commercial banks, joint-stock commercial banks, and postal savings bank are required to summarize the data from national branches and submit it to the Statistics Department of the CBRC.
All CBRC local offices are responsible for facilitating the submission of Green Credit Statistics Forms by banking institutions under their jurisdiction and data is not necessarily, for the time being, submitted to the CBRC.
Green Credit Statistics Form includes two parts: Statistics Form on Credit to Enterprises Exposed to Large Environment and Safety Risks (Appendix 1) and Statistics Form on Credit to Projects and Services for Environmental Protection and Emission Reduction (Appendix 2). The instructions of filling in the Green Credit Statistics Forms can be found in Appendix 3.
2 Submission requirements
2.1 Submission method
The headquarters of each banking institution must collect and summarize the bank’s data, and fill in the forms according to required template, and then submit the forms in electronic format to the Statistics Department of the CBRC. When submitting, the bank must log onto the CBRC data collection system (internet) and download Green Credit Statistics Form template and related documents. The data must be entered into the form in accordance with the template and the final document must be compassed and submitted via CBRC on-line data collection system (internet), to the CBRC. Please see Appendix 5 for the submission process.
2.2 Frequency and time of submission
Submissions must be made half year, specifically within 45 days from the beginning of the year and within 25 days into the second half of the year. The first submission, of the data up to the end of June 2013, must be made before August 16, 2013. The following submissions must be made within 45 days from the beginning of the year, and within 25 days from the start of the second half of the year.
3 Relevant Requirements
(a) Each banking institution must ensure that the data is submitted accurately, timely and completely in line with the requirements of Green Credit Statistics Form, by adjusting and improving system and strengthening internal coordination.
(b)Appendix 1 contains the list of enterprises in violation of the laws and regulations on the environmental protection and production safety, and non-compliant with industrial standards on occupational illness prevention measures. The list was issued and supplied, following the request of CBRC, by the Ministry of Environmental Protection and the State Administration of Work Safety. At the appointed time, please complete your report according to the list provided. The energy saving and emission reduction data in Appendix 2 must be filled in according to instructions given in Appendix 3, if written reply document or report does not provide categories and data on energy saving and emission reduction, then consult Guidelines for Calculation Energy Saving and Emission Reduction for Green Credit Projects (Appendix 4) for assistance with the calculations and filling in the form.
(c) The forms must be filled in strictly following the original format of the template. Any alteration to the template format is not allowed. Only one sheet with the name of template should be kept. Where the loan balance is zero, 0.00 should be entered instead of being left blank.
(d)The titles of the forms must be named following the rule of: form ID + institution name + organization code + data date. Among others, the IDs of forms in Appendix 1 and Appendix 2 are named T104 and T105 respectively. Examples of a form title format are: T 104_Industrial and Commercial Bank of China_ C000010000399999_201306 and T 105_Industrial and Commercial Bank of China_ C000010000399999_201306. The organization code and institution name must be the same as those given in system 1104. The date must be in the format of YYYY_MM (four digits for the year and two digits for the month, specific day not required). The form spreadsheets must be saved in Office Excel 2003 .xls format. Underscore“_” must be used to separate all the information items.
The date of submission should be filled with the date when the data is
collected, namely the end of the first half of the year or the end of the year,
instead of using the date when the forms are submitted to CBRC. Example of date
(f) When submitting the forms, CBRC data collection system client V7.0 should be used to encrypt and compress the files, and any other software is not allowed for this purpose. In addition, the form must be packaged only once, which should not be repeated.
(g)In order to ensure timely communication, the contact details of the person who is responsible for filling in the Green Credit Statistics Form (Appendix 6) must be sent by fax the CBRC, before July 17.
