CBRC Notice on issuing regulatory documents on capital regulation for Commercial Banks

Since the issuance of the Capital Rules for Commercial Banks (Provisional) (decree of the CBRC, No 1, 2012, herein after referred to as the Capital Rules), the global framework of capital regulation has witnessed some new progress; domestic commercial banks have voiced their query for more elaborations on some high level principle-based requirements in the Capital Rules. In response to these developments, the following regulatory documents affiliated to the Capital Rules are promulgated. The overarching goal of the new rules is to boost the effectiveness of capital regulation, and to provide detailed guidance for commercial banks so as to upgrade their capability of risk management, as well as to enhance the market discipline on commercial banks.

 

The four regulatory documents are hereby issued to CBRC local offices, state-owned commercial banks, joint stock commercial banks, and Postal Savings Bank of China for compliance and implementation. All CBRC local offices shall forward this Notice to their sub-offices and banking financial institutions within their respective jurisdictions.
